Question for Coast Guard

Good day. I am Petrona Bergado, Welfare Officer of the Philippine Embassy in Washington, DC. I am writing to seek assistance regarding the repatriation of 8 Filipino seamen. They are stranded on board MV Jeden Lotus in Chaguaramas. My question is: what are the procedures to be followed with the Immigration Department and Coast Guard so they could fly out of Port-of-Spain? Thank you.
